South Korea Accelerates Semiconductor Super-Gap Strategy for 2027-2031
The global semiconductor industry stands at a pivotal juncture, driven by the explosive growth of the artificial intelligence (AI) chip market. Gartner projects the worldwide semiconductor market will reach $1.6 trillion in 2026 and $1.9 trillion by 2027, with AI data center revenue accounting for a significant portion. Amidst this transformation, the South Korean government has initiated an ambitious 5-year plan (2027-2031) to secure ‘super-gap technology’ and bolster its semiconductor industry’s global competitiveness.
In June 2026, President Lee Jae Myung unveiled a monumental 10-year public-private investment plan totaling ₩1,350 trillion (approximately $880 billion) for semiconductors and AI infrastructure, signaling a concerted national effort. This colossal project is not merely an investment; it is a strategic maneuver to position South Korea as a pivotal player in the AI era’s critical supply chain. Further reinforcing this commitment, on August 10, 2026, the government announced the establishment of a ₩5 trillion ($3.5-$4.5 billion) semiconductor fund to support materials, parts, equipment (MPE), and fabless companies. This initiative includes an additional ₩5 trillion in trade finance for suppliers and a 10-year, ₩1 trillion program to foster collaboration between large enterprises and smaller suppliers.
The core of this 5-year plan lies in establishing undeniable dominance in specific technological domains. South Korea, through Samsung Electronics and SK Hynix, already commands 80-90% of the high-bandwidth memory (HBM) market, a critical component for AI applications. However, the nation has acknowledged its relative lag in AI processors, logic chips, and the foundry business compared to competitors like Taiwan’s TSMC. To bridge this gap, the government is intensifying support for fabless companies, aiming to diversify beyond memory into areas such as AI accelerators, automotive semiconductors, power management, and edge AI. The South Korean foundry and fabless market, valued at $17.2 billion in 2025, is projected to expand to $32.6 billion by 2031, driven by AI inference accelerators and chiplet architectures.
Securing advanced packaging technology is another crucial pillar of the ‘super-gap’ strategy. SK Hynix plans to invest ₩19 trillion (approximately $13 billion) in expanding its packaging facilities in South Korea, with new plants anticipated to commence operations by the end of 2027. This move proactively addresses the memory shortage driven by AI applications while simultaneously strengthening local supply chains. Furthermore, the government has announced an ₩81 trillion investment to establish a semiconductor packaging hub in the Chungcheong region. These investments underscore South Korea’s clear intent to lead in the rapidly expanding global advanced packaging market.
The government is also accelerating infrastructure development through the creation of semiconductor mega-clusters. Beyond existing hubs in the Seoul metropolitan area, a new $576 billion AI semiconductor cluster is planned for the Gwangju and Jeolla regions. Regulatory streamlining efforts, such as simplifying factory expansion procedures for the Yongin Semiconductor Cluster, are also underway. Crucially, the plan includes securing 14.7 gigawatts of power for the Yongin cluster by 2041 and 650,000 tonnes of water supply for Honam region semiconductor projects by 2030, ensuring the stable utility access vital for large-scale production. These infrastructure investments will significantly enhance South Korea’s semiconductor manufacturing capabilities.
This 5-year plan transcends mere production volume targets, focusing on strengthening the entire semiconductor ecosystem’s self-sufficiency. By fostering domestic MPE technologies and nurturing fabless companies, South Korea aims to reduce reliance on specific external technologies or firms, thereby promoting homegrown innovation. The ‘Sixth Basic Plan for Science and Technology’ (2026–2030), involving over ₩200 trillion in public R&D over five years, with ₩60 trillion concentrated on critical areas like AI and semiconductors, reinforces this direction. This strategy is also a critical ‘survival strategy’ for the South Korean semiconductor industry amidst intensifying technological hegemony competition between the United States and China.
Investors should closely monitor how the South Korean government’s extensive semiconductor investment plan translates into tangible changes within the industrial ecosystem. Particular attention should be paid to the emergence and growth of new domestic champions in the fabless and advanced packaging sectors. Furthermore, continuous oversight of infrastructure development, including power and water supply for mega-clusters, and the practical impact of regulatory easing, will be crucial.
